Solar Permit Plan Sets and Permit Design Packages

HomeServicesSolar PV Design › Plan Sets and Permit Documentation

The permit plan set is the document that determines whether your project moves forward or sits in a revision cycle for weeks. AHJ inspectors review plan sets line by line, and rejection over minor formatting issues, missing calculations, or non-compliant details can add 2 to 6 weeks per project. RIH Engineering delivers solar permit design packages as an outsourced solar permit design company for US solar EPCs, installers, and developers. Our plan sets are formatted for first-submission approval per the specific AHJ where the project is located.

What you get

  • Complete solar permit package formatted for the specific AHJ (city, county, or state permit authority)
  • Site plan, roof plan, elevation drawings, and equipment location drawings
  • Structural calculations (dead load, live load, snow load, wind load per ASCE 7-22)
  • Attachment detail drawings with fastener sizes, penetration details, and flashing methods
  • Single-line diagram (SLD) formatted per the specific utility
  • Three-line diagram where required by AHJ
  • Equipment specification sheets for modules, inverters, racking, disconnects, and rapid shutdown equipment
  • Rapid shutdown compliance documentation per NEC 690.12
  • Label and signage details per NEC 690, 705, 706, and 710
  • PE stamping coordination (structural, electrical, or both, in the state where required)

What we handle for you

Plan set preparation is a specialty combining structural engineering, electrical engineering, AHJ-specific formatting knowledge, and PE stamping coordination. Getting a plan set right on first submission requires knowing every AHJ's specific requirements, every utility's SLD format, the currently adopted NEC and IBC editions, and the local fire code amendments. Most solar companies can't maintain this knowledge across all their operating jurisdictions in-house.

We take plan set preparation off your plate. You send us the project details, equipment selection, and AHJ. We come back with a complete permit package formatted for first-submission approval, PE-stamped where required, ready for you to submit to the AHJ portal.

The cost of doing this in-house

The average US solar project spends 6 to 12 weeks in permit review. Companies with revision-heavy plan sets extend that to 12 to 20 weeks. Every extra week is a week of installer downtime, customer erosion, and pipeline backup. Multiplied across 30, 50, or 100 projects, plan set quality is the difference between scaling smoothly and constantly firefighting.

Rejection over formatting details, missing calculations, or non-compliant equipment specifications is entirely preventable. Companies that invest in permit-ready plan sets from first submission close projects 30 to 50 percent faster than companies that treat plan sets as a template exercise.

Why RIH Engineering is safe to try

Send us one permit package. We deliver in 5 to 14 days depending on project size and AHJ. You submit to the AHJ. If it comes back with revisions, we handle the revision cycle at no additional cost until permit issuance. That risk reversal is only possible because we know these plan sets work.

Our team maintains current AHJ-specific templates for every major US metro and hundreds of secondary jurisdictions. We update templates as AHJs revise requirements and as NEC, IBC, and NFPA editions change. This is specialized knowledge that's expensive to maintain in-house but cheap to access through an outsourced partner.

Our process

  1. You send us project details, equipment selection, AHJ jurisdiction, and utility
  2. Our engineer verifies AHJ-specific requirements, adopted NEC and IBC editions, and utility SLD format
  3. Site plan, roof plan, elevation drawings, and equipment location drawings drafted per AHJ format
  4. Structural calculations run per ASCE 7-22 for local design conditions (dead, live, snow, wind)
  5. Attachment detail drawings prepared with fastener sizes and penetration details
  6. Electrical drawings (SLD, three-line) drafted per utility format
  7. Rapid shutdown compliance documented per NEC 690.12 with PVRSS-listed equipment
  8. Labels and signage details added per NEC 690, 705, 706
  9. PE stamping coordinated where required for the state and project type
  10. Complete permit package delivered, typically within 5 to 14 days

Tools and standards

Our permit design team works in AutoCAD, AutoCAD Electrical, Revit, and structural analysis tools including STAAD.Pro, ETABS, and Tekla. We maintain AHJ-specific plan set templates for every major US metro and hundreds of secondary jurisdictions.

Client-preferred tools: Our team can be trained to use the tool preferred by the client. If your workflow depends on a specific platform, template, or drafting standard, we adapt to it rather than force you into ours.
