Tender and Bid Support Services for Structural Consultants

Tenders arrive at the worst time, always, and they compete directly with billable delivery work. So the bid gets written in evenings, the preliminary scheme gets sketched rather than engineered, and the submission goes out good enough. RIH Engineering provides outsourced tender and bid support as a dedicated backend team, so bids get proper engineering input without stopping fee-earning work.

What you get

  • Technical proposal sections written to the tender's requirements, not recycled from the last one
  • Preliminary structural schemes developed far enough to be credible and to support a realistic price
  • Indicative sizing and preliminary quantities to underpin the commercial submission
  • Bid drawings and concept sketches produced to presentation standard
  • Method statements and programme input for the structural scope
  • Compliance matrices mapping each tender requirement to where it is answered in your submission
  • Submission package assembled, formatted and checked against the tender document before it goes out
  • Clarification responses drafted during the tender query period

What we handle for you

The bid work that actually wins tenders is the work that gets cut: developing the structural scheme far enough to show you understand the project, and pricing it from real quantities rather than a rate per square metre. That takes engineering hours during the exact fortnight your engineers have none.

We provide those hours. You send the tender documents and tell us the angle you want to take. We develop the preliminary scheme, produce the indicative sizing and quantities, draft the technical sections and assemble the submission package. You review, adjust the commercial position, and submit.

The cost of doing this in-house

Under-resourced bids lose, and they lose invisibly. Nobody tells you the submission read as generic, or that the preliminary scheme looked like it had not been thought about. You just do not get the call.

The other failure mode is worse: winning on a price built from a rate rather than a scheme. That project runs at a loss for its whole duration, and it occupies the capacity you would have used on a profitable one. The opportunity cost of a badly priced win is larger than the loss on the job itself, because it blocks the work you should have taken instead. Bid hours are the highest-leverage hours in the practice, and they are the ones nobody has.

Why RIH Engineering is safe to try

Send us one tender. We produce the technical sections, the preliminary scheme and the indicative quantities against the submission deadline. You review everything, set the commercial position yourself, and decide what goes in.

We do not touch pricing or commercial strategy: that stays entirely with you. We produce the engineering substance that the commercial submission rests on. Under our dedicated resource model, named staff learn your proposal format and your technical positioning, so each submission needs less rewriting than the last.

Our process

  1. You send the tender documents, the submission deadline and a short brief on the positioning you want to take
  2. We review the tender and issue a compliance matrix listing every requirement and what each one needs, so nothing is missed
  3. Preliminary structural scheme developed to a level that demonstrates genuine engineering understanding of the project
  4. Indicative member sizing and preliminary quantities produced to support your commercial pricing
  5. Technical proposal sections drafted against the tender requirements, written specifically for this bid
  6. Bid drawings and concept sketches produced to presentation standard
  7. Submission package assembled, formatted and checked line by line against the tender document and the compliance matrix
  8. Package issued to you with time to review, adjust the commercial position and submit

Tools and standards

Bid support draws on the same technical stack as our delivery work: STAAD.Pro and ETABS for preliminary schemes, AutoCAD and Revit for bid drawings, and Excel for indicative quantities. Proposal documents are produced in your template, in Word or InDesign.

For UAE tenders we prepare submissions against the relevant code basis, the Dubai Building Code for Dubai projects and ADIBC for Abu Dhabi, and state the basis explicitly in the technical submission, because demonstrating that you know which code governs is itself a credibility signal to the client reviewing your bid.

Client-preferred tools: Our team can be trained to use the tool preferred by the client. If your workflow depends on a specific platform, template or drafting standard, we adapt to it rather than force you into ours.
